The Japan Soap and Detergent Association (Chairman: Sadayoshi Fujishige, President, Lion Corporation) has announced its target for reducing plastics in product packaging for JSDA's 8 major product categories*2. The weight of plastic use is to be reduced by 30% (index in basic units) by the year 2010 compared to 1995 levels. The members of JSDA are expected to implement voluntary action plans and to promote measures to achieve the target.
*2 The 8 major product categories: (1) Body cleaners; (2) Hand soaps, liquid; (3) Shampoos and Hair rinses; (4) Liquid laundry detergents; (5) Fabric softeners; (6) Dish-washing detergents; (7) Detergent for house, furniture; and (8) Bleach & mold/mildew removers

| Background information on plastic reduction activities |
| Japan experienced a rapid rise in waste discharge as a result of mass production and consumption, causing serious problems in creating landfills and setting up new incineration facilities. Waste disposal is now a major problem that must be resolved for sustainable growth of the Japanese economy. The Law for Promotion of Sorted Collection and Recycling of Containers and Packaging (Containers and Packaging Recycling Law) was enacted in June 1995, targeted specifically at packaging waste, which accounts for approximately 56% in volume and 23% in weight of discharged household waste (1997 Ministry of Health & Welfare survey). After a decade of enforcement, the Law has undergone revision, which has been passed and approved by the Diet. The Japan Soap and Detergent Association has been working since 1995 to assess the state of plastic use by the industry and is committed to promoting efforts at reducing plastic use by its members. |
| Past reduction efforts |
| JSDA's waste reduction efforts have resulted in reducing the amount of plastics used by approximately 20,000 tons in real weight, or a 27% reduction compared to the 1995 level. In weight per basic unit, the industry has succeeded in achieving a 25% reduction (see graph on the right). The drastic reduction in plastic use per product has been realized by reduction of product size and mass by means of condensation and the introduction of refills for shampoos and hair rinses, as well as replacement products for products with sprayer. |

The Japan Soap and Detergent Association has announced that it will achieve 30% reduction in the weight of plastics use (in basic units) per product weight by the year 2010, based on 1995 levels.
In order to achieve this target, members of JSDA are expected to implement voluntary action plans and promote measures chiefly in the following areas.
(1) Broader dissemination of refill and replacement products
(2) Lighter and thinner packaging
(3) Smaller product size and mass by means of condensation
Furthermore, the members will submit progress reports on their respective action plans on an annual basis. Statistics on the amount of plastic used by each member will be compiled from information in the reports and will be used to monitor the progress of their plans.
Approximately half of the weight of collected and sorted recycling plastic packaging is disposed of in landfills, etc., because it is unsuitable for recycling. In order to improve the situation, JSDA plans to promote awareness among consumers regarding appropriate plastic disposal through its website and PR magazine "Clean Age" and through new ideas in product labeling, as well as to cooperate with packaging material manufacturers to develop packaging that is easier to wash, and to work on resolving technical issues in improving the quality of product recycling. |
